Bolt-Ons and Tuning: What Order Actually Makes Sense

The order you do modifications in changes both what they cost and what they achieve. Doing it backwards is how people end up with a parts bill and a car that feels the same.
The principle
Almost every hardware change alters the assumptions the calibration is working from. So the general rule is: do the hardware, then tune once, properly.
Tuning after each individual part means paying for tuning repeatedly. Adding hardware after a tune means the tune no longer matches the car.
Things worth doing before the tune
Intake, where the factory one is genuinely restrictive. On many modern turbo cars it is; on plenty of others the factory intake is excellent and an aftermarket one just makes noise and ingests hot engine bay air.
Downpipe or catted downpipe on a turbo car — usually one of the largest single gains available, because it reduces backpressure right where it matters. Check what is legal for your use.
Intercooler, on any boosted car in Florida. Selection.
Charge piping, if the factory pipes are restrictive or prone to blowing off.
Spark plugs at the correct heat range and gap, always before a tune.
A downpipe on its own — the ECU may simply not use the reduced backpressure, and on some platforms it triggers faults.
Larger injectors — the ECU has no idea they are there and will fuel incorrectly.
Boost control hardware — capability without calibration.
A larger turbo — the calibration is what makes it usable.
Cams, which change the whole airflow model.
Things that are usually a waste of money
Cat-back exhaust for power. It makes noise, and on most turbo cars the meaningful restriction is upstream. Buy it because you want the sound, not because you want the horsepower.
Short ram intakes that pull hot air from the engine bay. In Tampa this can genuinely cost you power. Why intake air temperature matters.
Lightweight pulleys on many modern engines, where they can upset harmonic damping. Check the platform.
Anything promising power with no mechanism. If the seller cannot explain what physically changes, it does not.
Cat-back exhaust is a sound modification
On a turbocharged car the turbine is the main restriction and the downpipe is the next one. Everything after that has modest effect on power. Buy a cat-back because you want how it sounds — that is a completely legitimate reason and it is honest about what you are getting.
A sensible street car sequence
Tires, if they are not good. Nothing else matters as much. Why.
Maintenance current — plugs, fluids, filters, and anything deferred.
Intercooler, on a boosted car in this climate.
Downpipe, where legal and appropriate.
Intake, if the factory unit is actually restrictive.
Tune, on the dyno, with all of the above in place.
Then reassess. Drive it for a while before deciding what is next.
Where to stop
There is a point on every platform where the next step changes the character of the build — usually the point where stock internals, the stock turbo or the stock drivetrain runs out. Crossing it is a different project with a different budget.

What is the biggest bolt-on gain on a turbo car?
Usually the downpipe, because it reduces backpressure right where it matters — but it needs a tune to be useful, and on some platforms it triggers faults without one. In Florida an intercooler upgrade often delivers more real-world benefit.
